Bitcoin in Morocco: rules, tax and how it's priced
Bitcoin's price in Morocco is expressed in dirhams per 1 BTC (MAD or DH). Since 2017 the authorities have treated crypto transactions as a breach of foreign-exchange rules, so the figures on this page are for information only. They show the international BTC/USD price converted to MAD at today's exchange rate, not a price at which bitcoin can lawfully be bought in Morocco.
Is bitcoin legal in Morocco?
Not at present. In November 2017 the Office des Changes, which enforces Morocco's foreign-exchange rules, said that transactions using virtual currencies breach those rules and can be penalised. Bank Al-Maghrib, the Ministry of Economy and Finance and the capital markets authority (AMMC) warned the public at the same time. Bitcoin is not legal tender, and no Moroccan regulator licenses crypto platforms. Despite this, Bank Al-Maghrib has acknowledged that an informal crypto market has grown, which is one reason the government is now preparing a law.
The draft crypto-asset law (Bill 42.25)
On 31 October 2025 the Ministry of Economy and Finance published draft Law No. 42.25 on crypto-assets, prepared with Bank Al-Maghrib and the AMMC. It would require crypto-asset service providers, such as exchanges, custodians and firms that buy or sell crypto for dirhams, to be licensed and to meet capital, governance and anti-money-laundering rules. The AMMC would license service providers and token offerings, and Bank Al-Maghrib would supervise stablecoins. Mining, decentralised finance, NFTs and central bank digital currencies are outside its scope. In July 2026 Bank Al-Maghrib said work on the text was continuing, with no firm date for it to go to Parliament. As of October 2026 it had not been passed, so the 2017 position still applies.
Banks, payments and tax
Because of the 2017 position there is no authorised local route to buy bitcoin with dirhams, and sending dirhams abroad is controlled by the foreign-exchange rules. Morocco has no tax regime for crypto gains, because the activity is not authorised; how crypto would be taxed is expected to be settled once a law is in force. The dirham figures on this page are for information only and are not an invitation to trade. Check official announcements from Bank Al-Maghrib, the AMMC and the Office des Changes for changes.
